Thassa's Oracle

Thassa's Oracle is the most rules-argument-generating two-mana card in Commander, and if you're playing it or playing against it, you need to understand exactly what the trigger does and when opponents can legally stop it.
The debate
A question that keeps coming up: what happens if Thassa's Oracle is already on the battlefield when Demonic Consultation resolves, and someone counters the Oracle's triggered ability? Players are getting burned at the table because they don't understand where the interaction window actually lives, and it's costing them matches and bracket arguments.
What it does
When it enters the battlefield, you look at a number of cards from the top of your library equal to your blue devotion. If that number is at least as large as your remaining library, you win. The win condition lives on an enter-the-battlefield trigger, not the card's presence in play, which is the detail that causes the most confusion at tables.
Where it shines
cEDH Dimir combo decks running the Demonic Consultation or Tainted Pact line. Cast either spell to exile your library down to zero cards, then cast Thassa's Oracle. The trigger checks your library size on resolution. The same line works with Leveler as the self-mill piece in more casual or janky builds, and Jace, Wielder of Mysteries or Laboratory Maniac function as redundant payoffs in decks that want a second copy of the effect.

The catch
The trigger can be countered. If a player holds a Stifle or Trickbind, they can respond to the enter-the-battlefield trigger and stop the win entirely. The Oracle itself surviving on the battlefield afterward does nothing on its own. That vulnerability, plus the card's status as a recognized Game Changer, means it flags your deck for Bracket 3 or higher before you've even cast it.
