Dimensional Breach is legal in Legacy and Commander, and not legal in Standard, Pioneer, Modern and Pauper.

Remember that the returned creature just came under your control, so it can’t attack until you start a turn with it under your control.

You can’t pick a card that can’t legally be returned to the battlefield. If there are no cards that can be legally returned, then you can’t pick one.
